The Roadmap
The Roadmap for Eradicating Poverty Beyond Growth was developed by the mandate of the UN Special Rapporteur on extreme poverty and human rights, Olivier De Schutter, to expand the range of policy options available to Member States, international organisations, and civil society in the fight against poverty and inequality, beyond those that rely on economic growth.
The Roadmap puts forward a toolkit of concrete policy measures that offer a vision and strategy for building a global economy that places human rights, ecological justice, and participatory governance at its center.
It was co-constructed in partnership with trade unions, movements, UN agencies, academics, policymakers, and civil society around the world.
In April 2026, the Roadmap was adopted at the International Labour Organization in Geneva at a major international convening organised under the mandate of the UN Special Rapporteur and the auspices of the ILO’s Global Coalition for Social Justice.
Roadmap policies fall under six pillars, with democratic planning and governance underpinning them all:
- Transforming economic systems
- Labour, care and economic democracy
- Universal basic services and social protection
- Ecological justice
- Transforming the international economic order
- Democratic planning and governance
The Roadmap for Eradicating Poverty Beyond Growth should be treated as a living document that will continue to evolve through ongoing dialogue, reflection, and collective learning. As new evidence emerges, experiences accumulate, and debates advance, its proposals and priorities may be refined, expanded, or adapted accordingly. This process will continue under the auspices of the New Economies for Eradicating Poverty (NEEP) initiative, in collaboration with the many partners and contributors involved in the Roadmap.
The Roadmap was presented to the 62nd session of the UN Human Rights Council on 25 June, 2026 (12:30 – 13:00 CEST).
